The architectural separation between the founder’s government-advisory work (carried out in personal capacity) and the commercial outputs of THE Q AGENCY. Closure (Operational)
Q-Monad property II
The property by which a Q-Monad is closed with respect to its operational scope: inputs and outputs cross its boundary, but the deciding act does not. Closure is what makes a Q-Monad a unit rather than a relay. The closure is operational, not informational — Q-Monads remain open to the world but closed to the externalisation of decision.

Consequence
Q-Monad property IV
The property by which the Q-Monad is the locus to which the consequences of its decisions can be attributed. Consequence is what makes a Q-Monad rateable; it also prevents an infinite regress into ever-smaller decisional units, since smaller candidates would fail Closure.

IBE pipeline
The seven-stage productive pipeline of the Intelligence-Based Economy: Data ? Information ? Knowledge ? Intelligence ? Wisdom + Will. Extends the classical DIKW hierarchy by isolating Intelligence as the productive substrate of the IBE and closing with Will as the decisional act that the prior stages exist to make warranted.

Dominance Rule
Q-Rating · methodology
A rule under which a candidate organisation, having failed at least one hard gate while satisfying others, is dominated by — and therefore cannot exceed — the rating of any candidate that satisfies all gates at the same level. Dominance rules are the formal expression of the non-compensatory commitment inherited from the Q-Monad ontology.

The screening of foreign direct investment for security, public-order, and strategic-autonomy considerations. In the IBE frame, FDI screening is reconstituted as a geopolitical management instrument rather than a defensive regulatory residual; the Q-DIFIS framework operationalises this reframing.

Hard Gate

A criterion that a candidate organisation must satisfy in order to be rated above a specified threshold on a given Q-Rating ladder. Hard gates are non-compensatory: failure cannot be offset by strength elsewhere. The hard-gate structure is the operational consequence of the four foundational Q-Monad properties.

Indivisibility
Q-Monad property I
The property by which a Q-Monad cannot be decomposed without losing the property of decision. A committee that splits into two committees produces two new candidates for monadhood, not two halves of the original. Indivisibility identifies the unit before any further property applies.

IBE substrate
In the IBE, intelligence is the productive output of disciplined synthesis applied to a decision under uncertainty. Distinct from data, information, knowledge, and wisdom — a difference operational, not rhetorical. Intelligence in this sense is the substrate the IBE recognises as productive and the substrate the Knowledge-Based Economy did not separately measure.

Stratum II
A structural model of the post-knowledge economy in which intelligence — distinct from data and knowledge — is the productive substrate. Operationalised through the DIKIW+W pipeline; instantiated at the operating level by IBE-OS. Documented canonically in the IBE White Paper.

Non-Rateable (NR)
Q-Rating · verdict
An explicit verdict returned when a candidate organisation contains decisional structures that fail one or more of the foundational Q-Monad properties. NR is a feature, not a failure: the methodology refuses a score that would conceal an ontological failure rather than producing one. NR is independent across the Q4 and Q5 ladders; an organisation may be NR on one and rateable on the other.

Non-Compensatory Closure

The formal result, established in the Q-Monad Theoretical Series Paper II, that the four foundational properties cannot be traded against one another. Non-compensatory closure is what propagates from the ontology into the hard-gate structure of Q-Rating and the NR verdict.

The IBE-OS agent class responsible for routing, sequencing, and workflow integrity across the Sentinel, Synthesis, Protocol, and Calibration classes. Orchestrators do not themselves synthesise intelligence; they ensure the pipeline runs in the correct topological order.

The IBE-OS agent class responsible for governance, constraint, and policy compliance across the pipeline. Protocol agents enforce mandatory boundaries — including the CEISD firewall, where applicable — and produce auditable evidence of constraint satisfaction.

Q-Bridge

The published architectural boundary between the 42-agent IBE-OS and the 65-agent internal Q AGENCY suite. Q-Bridge is the only legitimate interface across the boundary; it exists to preserve the institutional separation between the standard and the firm that publishes it.

The dual-ladder rating methodology by which Q-Monads are assessed. The Q4 ladder rates quaternary actors (intelligence producers); the Q5 ladder rates quinary actors (decision authorities). The entry-level diagnostic instrument that locates an organisation on the Q-Rating ladders without committing to a full institutional rating engagement. Q-Scan is the standard on-ramp from a discovery conversation into a measurement engagement and is reproducible across analysts when the methodology is applied as published.

Q-Monad property III
The property by which a Q-Monad maintains an internal representation of the environment in which it decides. Reflection is on reality, not on the monad itself, and is internal, not externalised. The property distinguishes Q-Monads from purely procedural agents, whose decisions reduce to lookup against a rule table.

The IBE-OS agent class responsible for verification, reflexive correction, and methodological discipline across the pipeline. Calibration agents test outputs against the standard, identify drift, and trigger correction at the appropriate upstream stage.

Stratum
Theory · architecture
A layer of the four-stratum theoretical architecture: Stratum I (ontology, the Q-Monad), Stratum II (structure, the IBE), Stratum III (measurement, Q-Rating), Stratum IV (diagnostic, Q-Scan). Each stratum inherits commitments from the one above it; downstream commitments cannot be lighter than upstream commitments.

Will
DIKIW+W · closing stage
The decisional act, attributed to a Q-Monad, that the prior stages of the DIKIW+W pipeline exist to make warranted. Without Will, the pipeline produces output but not consequence; without the prior stages, Will produces consequence without warrant. Will is what makes the pipeline economically productive in the IBE sense.

Wisdom
DIKIW+W · stage VI
The disposition that knows when intelligence is sufficient to act and when it is not. Wisdom mediates between Intelligence and Will and feeds back into the conception of every prior stage of the pipeline.
