Economic activity has traditionally been described through the primary, secondary and tertiary sectors. As economies became increasingly dependent on knowledge, information and advanced decision-making, two additional categories gained importance: the Quaternary and Quinary sectors. The Quaternary Sector encompasses knowledge-intensive activities such as research, information services, technology, data, education, innovation and advanced analytical work. The Quinary Sector represents activities perform decision-makers or policymakers, it is the highest levels of interpretation, judgement and decision-making - activities associated with leadership, policy, strategy and the governance of complex systems. These two sectors provided the original intellectual foundation for THE Q AGENCY. The Quaternary Sector concerns the creation, organization and interpretation of knowledge. The Quinary Sector concerns the authority and capability to transform that knowledge into consequential decisions. THE Q AGENCY emerged at the intersection of these two domains.
The “Q” is not just a letter we took from the alphabet. For us, it was more than that. It was the symbol of top-tear business tactics. A symbol of moving ahead of the pack, and into the field of knowing more, deciding better, growing faster. It represents the transition from information to intelligence, and from intelligence to accountable decision-making. For THE Q AGENCY, the Quaternary and Quinary sectors are not simply classifications of economic activity. Together, they describe a broader architecture: Knowledge → Intelligence → Judgement → Decision → Consequence. This logic became the foundation for THE Q AGENCY's research, proprietary frameworks and analytical systems. As the organization developed, specialized entities were created within the wider ecosystem to support different stages of this architecture.
